SPARK 2.0 Tool

The SPARK tool is developed around five interlinked criteria. There are 5 Criteria and 10 Items in the tool. The criterions, namely, Leadership, Staff, Partnership, Quality Preschool Experience and Holistic Development, jointly create the learning environment that develop the Knowledge, Skills and Disposition that children require to have a good start on their learning and development journey. Together, they play a vital role in shaping the overall quality of early childhood education.

Under each criterion, quality standards are organised across 5 progressive bands with indicators under each band. The quality and indicators are purposefully contextualised to suit the uniqueness of Singapore’s preschool landscape, building on the foundation of structures and processes established to support preschools through the next phase of quality improvement.
